explain the limitations of using changes in a country’s GDP as a measure of changes in its level of economic development

Since GDP is a total of several components, you could have two factors changing at the same time, one with a heavier correlation with economic development, and one with a lesser correlation, and you would appear to have no change in economic development if the net GDP change was zero.
